Tried Mullins, ROH and Titan wheels, neither are interested and state that they are not prepared to risk liability because the wheels would not have tasting approval.
If you have more luck let me know. Wholesale tyres in NZ show alloy and steel rims available but I don't know anything about then.
Dean Robinson OKA WA said any rim supplied by them would come from China with a long unsure delivery date. looks like we are both stuck with 16 S/rims for now.

I tried Mullins and Titan with the same “luck”.
Also looked for the shells (or whatever they are called), and did not have any luck on that front.
Even Alloy would work, and then weld the centres onto the shells.
There is basically no manufacturing outside of Chine as far as I can tell, and if they do not list components, then there are no components to be made.
^This^ was from thinking I could weld some up from the building blocks… .

While that’s is all true, their question to me was, “is it a farm vehicle”.
Once I said, “No”, then they did not want the risk of selling a rim that was not ADR approved.
So it is not like one can buy a 2004 rim in 2021.
And if they also will not even sell the shell, then one cannot weld in the 1/2” centre to a non-existent part.

The fellow here with the 305R19,5 tyres said he would not mount them on 8-1/4”.
So I need to be patient or use 285R19.5
